This paper discusses the possible coordination of health and welfare services and proposes an alternative for elderly health and welfare linkage center, utlizing the analysis of experiments and the results of recent scholarly studies concerning health and welfare unification. The previous models trying to integrate two delivery systems too much emphasize the consolidation of both organizations so that they have a tendency to overlook the aspects of service integration which is essential in health and welfare integration arguments, which results in widening the gaps between the theory and practice. Therefore, the models fail in getting the authority and recognition from the municipal governments This study redefines the concept of coordination, under the assumptions of service integration in location, and proposes an initiative for health and welfare linkage center which enables for health and welfare agencies to work together systematically in delivery. The community-based elderly health and welfare linkage center plans, coordinates and advocates for the development of a coordinated service deliverly system to serve the needs of seniors and their families. The center should be located in the municipal level, is operated by the local non-profit organizations under the authority of the municipal government. However, there exists an issue of the center possible success in our community situation, which is believed that the public welfare resources are not enough to support this system Therefore, the future tasks of the study are how the center accepts the reality and develops the modified models. The social welfare policy implications are discussed at the end of the thesis
