Social welfare as originally conceived was not considered part of the public sector. However, over time social welfare was transformed into an institutionalized state function to cope with changes in the characteristics and conditions of the capitalist system. We can observe paradigms of various levels and forms, because social welfare in the modern state is intermediated by the state. In terms of the ideology of social welfare in the modern state, this has become a barometer that can represent the level of states's responsibility and obligations with regards to social welfare. Elizabethan Poor Laws, Keynesian-Beveridge' welfare structures, the crisis of welfare state that appeared with neo-liberalism's ascendancy- all are to some extent based on a differing strands of welfare ideology. This study focuses on suggesting a welfare paradigm for the modern state which has been debated across the ideological spectrum on social welfare. The welfare paradigm in the modern state suggests certain levels of provision of social welfare, while maintaining legitimacy and adequacy commensurate with those levels.
