The aim of this paper is to provide an analysis of what characteristic of Korean welfare state show. I examine what factors distinguish the Korean welfare regime from other advanced welfare states from a comparative perspective. Two directions are followed for my purpose. First I will take a look at the Korean welfare state via a Bismarckian lens. Second, I put an emphasis on distinction between public welfare and private welfare to highlight the role of private institutions in welfare provision in Korea. Development of specific - public or private institutions become dominant in a country over time is a matter of a historical contingency. Particular focus will be on labor market institutions which lead private welfare. This paper will make two contributions. First, it provides conceptual developments on on-going debates on the characteristics of the Korean welfare state. Second, its emphasis on historical contingency makes clear the significance of historical research which is undeveloped in the studies of the Korean welfare states.
