This study aims to examine the major factors influencing the evolution and development of community care for elderly people in Korea. This study is largely concerned with understand the relationship and interaction between attitudes of healthcare duties and social welfare services in the community. I this study, 635 social work & community health workers were interviewed about their attitudes toward caremanagement as connecting framework of healthcare and social work within local community. In cases where appropriateness and cost-effectiveness considerations are clearly congruent, hard choices regarding public policy need not be made. The difficult public policy choices are found where humane ethics and quality of life considerations indicate the desirability of home and community-based service development when, at least in the short run, institutional service development would appear to be more cost-effective. However, analyses support Channeling Demonstrations which examined in-home and community-based care while questioning the cost-effectiveness of such care concluded with a recognition of the importance of the public policy goal of appropriateness.. In this study, it is optimistic that more than 50% the respondents feel that healthcare offices and social welfare services need to be closely tied and connected. In addition, they also positively feel that within the cooperation, duties of the two parties shouldn`t be overlapped or double performed on the same target. Overall in this study, it is proposed that a comprehensive model of reflecting both health care and social work within integrated or segregated system of the both parties.
