The Seoul Metropolitan Government announced in 2012 Plan for Hope 1.0 to enhance publicness of childcare service with the aim of locating `2 public childcare centers in every single Dong’ and built 296 childcare centers between 2012 and 2014. This effort is to satisfy the needs for reliable, trustworthy childcare centers in the light of a large number of children on the waiting list and to expand publicness of childcare in order to improve its service quality.
In this study, an analysis is conducted on achievements based on the results and efforts made in initial stage between 2012 and 2014, which is to strengthen validity and a plan for internal stability for +1000 childcare centers.
To do this, it develops an indicator to measure the publicness of childcare service to analyze achievements made during the effort to expand national/public childcare centers and comes up with results as follow; first, they achieved high level of financial transparency and effectiveness: second, publicness and openness of information remains high but still need improvement: third, though accessibility to childcare centers appears to be very high and the number of children on the waiting list starts to diminish, it still needs to be fixed to balance the number of the centers for each district: fourth, the universality of recipients (availability of childcare for the vulnerable) is not sufficiently secured and need to be remedied. Consequently, when studying on quality of childcare service to be obtained by enhanced childcare publicness, it seems to be well managed in terms of space suitability and safety, supply of educational materials and meals of good quality, etc.
Based on these results to enhance internal stability of +1000 national/public childcare centers in the upcoming years, the study suggests `interim, special measures" to be approved by each district government in transforming the conventional centers to free lease, household-type national/public childcare centers, raising proportion of matching by local government for government funded projects (both in building and operating national/public childcare centers), diversifying schemes for expanding district-funded childcare centers that conditions and environment are district-customized (selection and focusing), review and revision of standards in building national/public childcare centers and authorization, preparation of a comprehensive system including process from approval to enhance the quality of childcare service to follow-up management (re-entrusting), forming a taskforce team per district for expansion of national/public childcare centers, introduction of asset management system and item-wise guidelines.
