Report Errors

Korea has become a universal free child care services as being introduced the free childcare services for 5 years-old and under 3 years old children in 2012 and the free childcare-education services for 3 to 4 years-old children in 2013. But the debate over free childcare took place due to lack of financial resources. Surrounding the financial burden of free childcare for under 3 years-old children, central and local governments were opposed. Also surrounding the financial burden of free childcare for 3 to 5 years-old children, central government and local offices of education conflicted. As a result, annual budget for childcare was not well organized. In order to effectively support the work-family balance, it is important to access to low cost and high quality child care services provided in the public sector than free childcare service. When viewed from a gender perspective, the current financial controversy did not consider gender, identity of childcare and government responsibility for the care have been eakened and it will be difficult to have the opportunity to expand public infrastructure for high quality childcare.
