The concept that the law defines does not necessarily correspond to the linguistic concept. In other words, the normative interpretation of the term of the law is not limited to it/s function, and it plays a crucial role in defining the scope and scope of the applicable law.
In general, there are not a few of these concept definition provisions, which are located in Article 2 of the Act, especially those related to the applicant or personal applicability. This is the consumer concept that first appeared in 1987 under the Consumer Protection Act and is maintained in the current Consumer Basic Law.
In the context of the Consumer Fundamental Law, the concept of consumer is not only a criterion for determining the scope of application of the Consumer Fundamental Law, but also an important rule that can measure the point of view, the object and direction of the consumer policy, including the Basic Law of Consumer.
Considering this point, in this paper, we will develop the interpretation theory of consumer concept in the current Consumer Basic Law, analyze whether the consumer concept is appropriately defined, and present the direction of improvement of the system and laws.
