This study predicted that the period for real estate purchase in a New Town Project development is largely influenced by the characteristics of buyers and the progress of the development (whether it is agreed to push through or not). In this research, buyers are divided into two groups (those willing to invest before and those willing to invest after the development) within the decision period, targeting Garibong New Town as the subject. Buyers’ characteristics and the progress of the development are then compared and analyzed. First, results showed that 47% of the subjects that were analyzed purchased real estate properties after the development of New Town, resulting in a huge change in property ownership based on the progress of the town’s development. Second, the group that purchased real estate during the development of New Town had a higher ratio of owning buildings (that were restricted in construction work after cancellation of town development), small scale lots and real estate of lesser amount. More people reside in other regions than inside the new district. Lastly, buyers who purchased during the development of the New Town showed a much higher rate of approval regarding the development compared to buyers who purchased before the development despite the possibility of large loss due to low business value from current real estate stagnation and housing market. From this, it can be deduced that all buyers do not change decisions in favor of the contrary just because the rate lowered.
