Examined in this article is the nature of a relationship cultivated between Goguryeo(高句麗) and Song during the days of Goguryeo king Jangsu’s reign. Also noticed is the situation in the Shandong(山東) peninsula and nearby countries’ claim on the region being a huge issue between the two countries.
Generally, it has been believed that Goguryeo, during the reign of king Jangsu, communicated with Song in an effort to put Northern Wei(北魏) under constant check. As the Northern Wei was sharing a border with Goguryeo, it was a major security concern for Goguryeo and a cause to seek out foreign cooperations to be sure. Yet King Jangsu was already quite interested in cultivating a relationship with Song even before the year 436, when conflicts with Northern Wei actually broke out. So, the nature of his such interest should be explained.
We can consider the situations that were forming in the Shandong region as one of the culprits. At the time, Goguryeo was increasing its maritime activities, and during the reign of king Gwang’gaeto, Goguryeo was able to advance its territory to the Liaodong region. Suddenly the Shandong region, which could be connected with the Korean peninsula on sea, indeed became a tempting object of communication. And such interest also led to other communications with factions like Southern Yan(南燕) and Eastern Jin(東晉) on Shandong.
The relationship with Song was the same. Goguryeo continued its relationship with Song, by dispatching emissaries more than 20 times during a 60-year-plus period since the foundation of Song (and before it was replaced by Southern Je[南齊]). Then, a turning point came in 438 when a large envoy dispatched by Song arrived in the Liaodong peninsula and clashed with the Goguryeo authorities. This incident prompted the Goguryeo government to realize the strategic importance of closely monitoring Song and the Shandong region, in terms of defending the Liaodong region. Added to this, the war between Song and Northern Wei which broke out in 422∼423 and later in the 450s over control of the Shandong region, as well as Baekje’s intention to put Goguryeo in check using its own relationship with Song, affected the Goguryeo-Sung relationship.
