Goguryeo overcame the five Bu System and restructured the centralized ruling system in 290s. Goguryeo enacted and improved the legal rules based on the Royal orders. At that time, the Yul and Ryeong were legal rules that were similar in their character, and the Law codes(Yulryeong) had a characteristic of being compiled individual law codes and the nation was estimated to be run by based on this kind of legal system around the 4th century. The combination of the Jumong, King Yuri, Daemusingroup and Taejogroup led to establishment of the new loyal genealogy, and the ruling class of Goguryeo was organized into an unitary hierarchy centered by a heavenly son, Taewang(Grate King), in the late 4th century, King Sosurim’s period. So there was a need to revise the guarding and management system of the royal tombs, the ritual system and the rank system and the system that managed with a linkage to these systems, such as the Uigwan office system and the remuneration system. In addition to that, there was also a need for several amendments of the Administrative Regulations to stabilize its ruling system because of the defeat in the wars with the Former Yan dynasty and Paekje that occurred in succession. The King Sosurim is understood to revise and arrange the Law Codes as a national project and promulgated the newly arranged the Law Codes internally and externally for these reasons.
