This article analyzed the generating process of issues and the backgrounds of rupture of negotiation for treaty revision between Korean and Japanese governments from 1891 to 1892. The treaties in question were Commerce Regulations in 1883 and Fishery Regulations in 1889, which specified Japanese fishermen’s right to work in fishing at Cholla, Kyongsang, Kangwon, and Hamkyeong provinces. Since Chechew(濟州) abounded in marine products, Japanese fishermen came near to Chechew, which led to several sanguinary collisions between the two subjects. Charles W. Legendre, entitled as a Commissioner for the Korean government, proposed excluding Chechew from fishing grounds and revising related clauses on fishery. In return, Korean government suggested opening of Daedong River (Py?ngyang) to trade, which Japanese had coveted before. Yet newspapers from Nagasaki and other Kyushu regions which had deep interests in fishery in Chechew criticized the idea of exchanging Chechew and Daedong River. Negative prospect on the economic profit which the opening of Daedong River would bring about, suggested by Hara Takashi who investigated the site, also prevented Japanese government from accepting the idea. Meanwhile, Legendre’s revised draft for fishing treaty which was a compromise with Japanese draft, made Korean people disagree with his idea. Various changes surrounding the negotiation rendered it faltering. Jingoists rose to power in Japanese assembly and Russian attempt to lay Trans-Siberian Railway accelerated progress in Anglo-Japanese relations, especially in the treaty revision between the two. Along with international changes, internal changes such as shift in the person in charge of Foreign Affairs in Korean government further aggravated the situation. Due to negative judgement of powers on the issues which were proposed during negotiation, along with all those reasons mentioned above, the negotiation came to end in a rupture.
