In 1971, the Park Chunghee regime established the “Comprehensive Development of Gyeongju Tourism” in order to attract overseas tourists and to increase foreign currency income. For this project the government conducted excavations of royal tombs of the Silla Kingdom, Cheonmachong and Hwangnamdaechong, and developed the Bomunho District as a tourist destination, transforming the old city of Gyeongju into an international tourist city. At first, the Park Chunghee regime rapidly developed Gyeongju so as to increase foreign currency income, but the project evolved into a national propaganda drive emphasizing that Korean history legitimized the idea that the southern part of Korea was the successor of the Silla Kingdom. This counteracted Kim Il Sung claim that North Korea was the legitimate successor of the Goguryeo Kingdom in the northern part of Korea. However, the exclusive development of Gyeongju area by the Park Chunghee government was reversed by neglect from succeeding governments after his death. At present, President Park Geunhye, daughter of Park Chunghee, is pushing to complete her father’s unfinished project, the restoration of the capital of the Silla Kingdom. This is controversial among historians as to its purpose and how it should be done.
