Park Jeong-hi came to power by a Coup, and tried to legitimatize his own power with the slogan of “Promotion of National Culture.” Apparently, his intention was to earn a justified place in the history of Koreans. Park Jeong-hi regime proceeded with a series of excavation of archaeologically important places while promoting historical figures with significance, and by doing so seized the initiative in National culture development projects. It seems Park Jeong-hi regime’s policy was never simply trying to change or distort historical facts and traditions. So, criticism and evaluation should both be applied in the examination of this era.
National history textbooks began to be ‘designated’ by the government in the Yushin Regime, and such fact shows us the goal of the Park Jeong-hi regime and its policy concerning national culture. The launch of the “Government designation” system was led by forces whose intention was to glamorize or at least justify pro-Japanese actions in the past and brutal dictatorship in the present. It was indeed a Fascist approach, as it intended to control the people’s memories. It also intended to create citizens who would identify themselves within the power structure of the state, and obey orders from it. Considering all that, we could say the transfer from the “Government qualification” system to the “Government designation” system was a very anti-historic action, and also a choice that went against democracy itself. It was also an unconstitutional policy direction, as such turn bore the potential of violating the independent and professional nature of education and even disrupt the principle of political neutrality in schools, in a very ‘uninstructive’ matter. And the change in policy was also very much insensitive to the fact that historical evaluation could differ by the viewer’s interpretation of historical events, and not to mention the historian’s own point of view.
The society of historians, however, would also have to contemplate upon the issue of modernity, upon which the Park Jeong-hi regime’s national culture policy was established. The historical society in Korea has always recognized the European model of modern historical studies as the only model to pursue, and Korean historians tended to identify themselves within such boundaries. In order to develop a more solid logic to criticize governmental policies and the government’s ongoing pursuit to employ various forms of “government-designated” textbook systems again, the idea and nature of “modern historical studies” should be dissected and reassembled with a fresh perspective.
