In the process of aggression against China, Japan established many consulates according to the China-Japan treaty and makes full use of them. In Manchuria, Japan, using the excuse of protecting the name of the Japanese and Koreans, set up many illegal police agencies and equipped them with police. In order to earn the right to manage the Koreans, crack down on Korean anti-Japanese independent movements, and combat police charges, the police agency of the Japanese consulate in the Korean residential area hired many Koreans. According to instructions from the Japanese foreign ministry on local consulate cooperation with the Government-General of Korea, of most police officers from the Government-General of Korea, only a few were locally recruited. In Manchuria, the “inter-island” consulate and its five points had mostly Korean police. The Korean police is superior to the Japanese police in language and interpersonal relationships. They bear the task of translation, ask about the Koreans" areas of residence, investigate anti-Japanese activities, destroy anti-Japanese base areas, and generally play a special role. That is, they are far more active than the Japanese police. Their purpose is not to set records or and gain promotion, but to obtain a wealthy lifestyle. Because of their extreme individualism, the Korean national anti-Japanese movement suffered a heavy blow. This means that the Japanese government"s strategy of “controlling Koreans by using Koreans” was successful. In spite of this, the Japanese government maintains its ethnic discrimination policy. The salary and positions of the Korean police are far lower than that of the Japanese police. As a result, the Japanese began to believe that they were a master race and that other people were inferior.
