Generally, it is said that for successful implement of an administrative innovation, the innovation agents responsible for implementing the innovation programs should overcome the cynicism of the organizational constituents. The administrative innovation generally try to change the established system of organizational operation processes and policy implementation modes for some considerable degree. And the considerable change of established system is to drive organizational members to adopt the newly changed system. To the organizational members, it is difficulty to adopt the new system immediately, therefore they naturally resist to the change itself. If there is widespread cynicism about change in a particular organization, it seems likely that even the most sincere and skillful attempts at organizational change will be impeded by the prevailing cynicism.
In the case study on the "Top-Rated Imagination Administration" program of Chungbuk-do, author found that Chungbuk public officials overcome the cynicism about organizational change in spite of various disadvantaged conditions, i.e. lack of manpower, material resources etc. Especially, the attitude toward the possibility of the successful implementation of the "Top-Rated Imagination Administration" program has been changed more positively. Considering the positive change of the attitude, it is expected that the "Top-Rated Imagination Administration" program could be institutionalized in a stable manner.
