Urban planning facilities unexecuted in long-term give rise to problems such as protracting the trespass on private property rights and obstructing the urban surroundings due to delay in installation of urban infrastructures. The most crucial issue in resolving the urban planning facilities unexecuted in long-term is the problem related to financing However, the current financial standing for each local authority is very poor. Issuance of bonds, support throughthe national treasury, etc. are plans that have been frequently proposed with respect to financing plans for resolving the urban planning facilities unexecuted in long-term. However, as the relevant local authority must repay the most part of the financing raised by issuance of bonds regardless of whether long-term or short-term and support through the national treasury must also be burdened in part by the local authority in the form of local authority expenditures, the plans above can instead impose a burden on local authorities in the end. Accordingly, the need for research on plans that will resolve the urban planning facilities unexecuted in long-term while reducing the financial burden on the local authority to the minimum has been proposed, and as an alternative plan, research on the case utilizing private capital has been carried out. It has been found through the case study that by attracting private capital with respect to the urban planning facilities unexecuted in long-term, the burden on the local authority was reduced by the amount of tens of billion of Korean Won, and that the additional effect of activating local development was achieved as well. In addition, in order to activate private capital participation with respect to the urban planning facilities unexecuted in long-term, profitability of those participating private businesses must be guaranteed, and transparency in selecting the private business must be promoted. As such, the relevant law and system in such connection were examined from the perspective as to what improvements can be made.
