Generally speaking, there are three kinds of nation-wide countermeasures to drug crime: supply-level enforcement, demand-level enforcement. Since 1950's our government has had a deep concern with drug problems, and made every effort to prevent drug crimes and drug problems.
The Drug Warden as one of the drug enforcement schemes is an officer who controls, inspects, supervises or do something to need to prevent illegal distribution of legitimate drugs for medical use depending upon the Act of Controlling Drugs. As with it, there is a system of an Honorary Drug Warden who enlightens, educates, or publicize to prevent all kinds of drugs.
These two schemes are similar to the Drug Enforcement Officer in Japan and Drug Intelligence Research Specialist in U.S.A., but they are no power to arrest or investigate drug offenders in difference with the system of Japan and U.S.A. So we have a few problems to control or supervise drugs, and need to make up for the weakness of our system.
This study has two major goals: first, to reviews the practice of Drug Warden System and second, to enhance the effectiveness of supervising system of legitimate drugs for medical use.
The data are obtained from official records and e-mail surveys of 177 drug wardens.
The major research findings to reform a drug warden system are as follows:
First, we need to increase full-time man-powers who take responsibility to supervise legitimate drugs. The present drug wardens are selected among the officers from the Food and Drug Administration and public health centers of local self-governing administrative districts. So some of them have poor knowledge and skills about drug supervision.
Second, it is better to abolish the Honorary Drug Warden System, because they do nothing to prevent drug problems. It has been a waste of resources, so it will be substituted for the Korean Anti-drug Campaign Center. As the latter is a professional center to prevent or educate drug problems, it will be more effective for it to educate, publicize or make a campaign to prevent drugs.
Third, we need to increase and diversify the education programs for drug wardens and agents of drug of medical use(pharmacy, clinic, hospital.) It will contribute to enhancing the knowledge and skill of medical drug supervision and furthermore strengthening national drugs control system.
Fourth, there is a necessity for developing more intensive supervision methods. Present self-checking system must be supplemented by discriminative supervision system on the basis of risk-level of agents.
