The law where has become the basic of educational policy under Japanese colony is "Chosun educational law". After first "Chosun educational law" was established by law in August 1911, it was established and announced in 4 times until March 1943.
According to change of colonial occupation policy, educational policy shows the appearance of external change but there was a goal that colony control smoothly.
Tried to investigate about foundation and operation of modem school and education activity under Japanese colony which is Gun-po city in center research.
Japanese government stressed the importance of the Japanese language education for the protection of colonial rule and the effectiveness of colonial policy. And the vocational and physical education was also emphasized to boost the employee's motivation, productivity and military power.
Necessity of education resulted in the establishments of village school (Seodang), night school and the Korean language education was done for local people to eradicate illiteracy.
The higher enthusiasm for education since 1920's had kept asking for the additional establishments of elementary school and strongly asking for 6 year course school in order to go up to middle schools nearby cities.
We understand that the vigorous education activities could be done even under the difficult times of Japanese colony as the local people had the self-awakening to make themselves strengthened through education.

조선은 갑오개혁이후 근대적 교육제도를 마련하였다. 그러나 1905년 을사늑약으로 인해 일본의 간섭을 받게 되었으며 사실상 교육근대화는 중단되었다. 일본은 강점이후 교육정책을 실행함에 있어 교육의 본질을 식민지배 정책의 달성을 위한 우민화 정책에 두었다. 이를 위해 실업교육과 일본어교육 그리고 체육교육이 강화되었다. 이러한 일본 교육정책의 기본이 된 법령이 「조선교육령」이다. 1911년 이후 모두 4차례에 걸쳐 제정ㆍ발표되었는데 식민통치 정책의 변화에 따라 교육정책의 변화양상을 보이고 있다.
본 논문에서는 경기도 군포시 지역을 실례로 근대교육기관의 등장과 보통학교 설립 및 현황, 그리고 일제가 제시한 「조선교육령」 체제 하에서 전개된 교육활동을 살펴보았다. 당시 보통학교가 중심이 되어 지역민과 함께 했던 교육 활동들은 일제가 제시한 황국일본의 신민이 되기 위한 신민화 정책과 동화정책이라는 기본 틀 안에서 실행되고 있음을 살펴볼 수 있었다.
그러나 일제 체제하에서도 1920년대 이후 높아진 교육열은 인근지역 주민들로 하여금 ‘一面一校’를 주장하며 학교의 증설을 요구하였고, 상급학교로의 진학을 위해서는 ‘학년 년장’을 주장하는 등 6년제 학교 설립을 강력히 요구하였다. 또한 지역 내에서 문맹되치운동으로 전개되었던 한글 강습은 농촌계몽운동의 일면을 보여주고 있다.
당시 지역 내에서 실행되었던 교육활동들이 일제 강점기라는 시대적 한계 상황 속에서도 꾸준히 증가 할 수 있었던 것은 높아진 교육열을 바탕으로 교육을 통해 자강하고자 하는 지역민의 자각이 있었기에 가능했던 것으로 이해되어 진다.
