This paper examines the Service/Investment Negotiation of the Korea-U.S. FTA through the Two-Level Game of Putnam. On February 2, the Republic of Korea and the United States announced plans to launch the Korea-U.S. FTA negotiations. The aim was to conclude a comprehensive, high-standard free trade agreement that will boost trade and investment between our two countries, improve two economies' competitiveness in the Asia-Pacific region. The first negotiating round was held in Washington in June, the second round in Seoul in July, the third round in Seattle in September, and the fourth round in Jeju island in October. The fifth round will take place in U.S. in December. The purpose of this paper is to break through the complexity of the Korea-U.S. FTA negotiations in order to reveal some of the contentious issues from four stages. It uses Putnam's Two-Level game, which leads us to understand negotiations at the international level(Level 1) and the domestic level(Level 2). The Two-Level game theory will help describe how the interests of business, environmental groups, and labor unions influenced the outcome of the Korea-U.S. FTA through their respective win-sets, domestic and international power relations. Therefore, this paper proposed some policy implications to prepare strategic measures to create favorable conditions for domestic ratification through understanding the domestic constituencies and win-sets of the players.
