The purpose of this research is to examine some of the determinants to improve financial operation in local education and barriers(from educational finance scaleㆍdistributionㆍperationㆍinvestment) that may hinder such improvements. This study estimates the level of satisfaction with those outcomes of educational finance operation from 16 cities? provinces education offices(CㆍPEO). In terms of that, this study employs a survey questionnaire to evaluate 16 CㆍPEOs' financial efficiency statistically. A 45-item survey of CㆍPEOs' financial operation was administered to 261 educational budget managers at 180 regional education offices. The research data are analyzed using three statistical methods: reliability, bivariate correlation and multiple regression analysis.
Findings from this research indicate that the most significant factors for an increase in CㆍPEOs' financial efficiency are 1) expansion of educational finance scale, 2) using the performance budgeting system to enlarge self-management at school unit, 3) substantial operation of local education finance to satisfy educational clients'(students?teachersㆍparents of students) needs, 4) development of incentive systems based on CㆍPEO‘s outcomes, 5) establishment of an effective information system to CㆍPEO and regional education office. The significance of this study is that it contributes an important research source to establish an effective education policy for education offices in Korea.
