Excavating, conserving, managing and using of cultural properties are premised on the development of traditional culture, on the creation of national culture and on the accomplishment of a cultural nation. Protection of cultural properties will inspire national consciousness and their use can promote the growth of a national economy by the growth of tourism and cultural businesses. Regardless of controversies surrounding the cultural era or cultural nation, conservation, managing and using of cultural properties are crucial issues in modern society. Cultural properties are not research subjects of history or archaeology any more. Since they are conserved and managed by a State and a municipal government, they must be protected and regulated by law.
On these conditions, this paper deals with the idea of reorganizing Cultural Property Protection Act. Its main contents are as follows:
1. Reorganizing an administrative structure concerning on the protection of cultural properties into three parts: Cultural Properties Administration, Cultural Properties Committee and Municipal Governments.
2. Reconstructing a protective system of cultural properties.
1) Protection of modern cultural heritage and a registration system of cultural properties.
2) Protection of cultural heritage in water and world heritage, and observance of international agreements.
3) Protection of cultural properties in North Korea.
4) Expansion of a preservation area of cultural properties.
5) Protection of buried cultural properties.
