The present study reexamines the main functions of Palace Attendants(內侍: naesi) and the origins of the Palace Attendant system(內侍制: naesi-je) in terms of changes in the national administrative system and governance method initiated during the reign of King Hyeonjong (992~1031; r. 1009-31).
Introduced in the second year of King Seongjong’s(960~997; r. 981~997) reign, the three chancelleries and six ministries system(三省 六部制: samseong yukbu-je) underwent changes in the second year of King Hyeonjong’s reign: with the abolition of subordinate bureaus affiliated with the six ministries, these ministries were reduced in function while independent government bureaus were expanded in function. In addition, the administrative management system, which hitherto had consisted of a hierarchy from the three chancelleries to the six ministries to independent bureaus, was changed so that the three chancelleries, six ministries, and independent bureaus now directly reported to and received orders from the monarch. For such an administrative system and national administration based on this system to function, the king had to grasp accurately not only the duties, management systems, current issues and problems of various government bureaus but also the structures and operations of all political organs. Consequently, officials of the six ministries and independent bureaus in charge of practical affairs were made to serve also as Palace Attendants, assisting the monarch.
The Chancellery of Palace Attendants(內侍省: Naesi-seong) was established to manage Palace Attendants in a systematic manner. Because Palace Attendants were introduced to assist the monarch following changes in the administrative system initiated in the second year of King Hyeonjong’s reign, the establishment of the Chancellery seems to have occurred during or after the reign of this ruler even though the precise year cannot be determined.
Palace Attendants were responsible for a variety of duties including the submission of reports to the monarch(奏事: jusa), storage management, and rites and ceremonies. However, their unique task was submitting reports to rulers. Royal secretaries(承宣: seungseon) determined which of the reports submitted by diverse government bureaus to present to the monarch and submitted the selected reports to Palace Attendants, who in turn directly submitted these chosen reports to the king himself. In this process, Palace Attendants provided accurate information to help the monarch to make accurate judgments and decisions regarding the reports thus submitted by various government bureaus, even occasionally presenting their own opinions in response to the monarch’s questions.
During the first half of the Goryeo Dynasty, not everyone could become a Palace Attendant. To be a Palace Attendant, an individual not only had to be a civil servant in the capital but also had to boast special abilities, meritorious service to the state, outstanding administrative skills, or intimate relations with the monarch. Nor did all such qualifications automatically allow one to be a Palace Attendant. Because they were closely related to national administration, Palace Attendants were selected not categorically by the six ministries and independent government bureaus but from among officials in government bureaus in charge of current issues and events.
The Palace Attendant system during the early Goryeo Dynasty, then, was the result of changes made during King Hyeonjong’s reign in the national administrative system whereby diverse government bureaus directly reported to and received orders from the king. In other words, it was the role of Palace Attendants to assist the ruler in monarch-centered national administration.
