The financial foundation of newly built palace on the Great Han Empire consisted of royal costs covered by the national budget, land given when crowned king, and private land through purchase, reclamation. According to method of gaining land, purchase made up 49%, handed down land was 40%, reclaimed land was 6%. This method of gaining land contrasts with the Joseon Dynasty. During the Joseon Dynasty, the main method of making Royal Household lands was through tax-free lands, but in the newly built palace of the Great Han Empire, most financial ownerships were through purchase and assignment. The method of creating a financial foundation for the new palace changed too, as economic conditions changed.
The newly built palace supported establishment of private schools with land obtained in this way. At the time, the 1905 Convention was reached and an active education movement was taking place, where people thought skills should be cultivated through the establishment of schools, and the palace, too, participated by supporting necessary financial aid to establish schools.
Japan, which started the Russia-Japan war, attempted to take over the royal finances to strengthen their ruling power of the Great Han Empire. It rearranged the royal finances and rearranged tojangs and hontallibgi(the lands that indiscriminately or intentionally taken). Documents of proof and actual land inspection were main standards for evaluating land, but most rejected lands were due to insufficient documents.
After the royal finances were rearranged, unlike other royal households, all land in the Kyungsun Palace jurisdiction was returned as private land. The reason why it was returned was because Kyungsun Palace donated or transferred land to schools of individuals, and because Japan wanted to appease the royal palace as it absorbed with Korea.
Japan installed the Office of the Yi Royal-Family as it absorbed Korea, and while it regulated the ‘Joseon royal palace’, it also provided fees to maintain the king’s palace to supposedly maintain the royal palace’s prestige. Japan also returned land ruled as national land for the same reason. As Korea was absorbed by Japan, the royal palace degraded a king's palace instead of an empire, relied on the Yi Royal-Family, and had to be ruled by Japan through facilities of the Office of the Yi Royal-Family.
