During the reign of King Yeongjo, the initiation of Tangpyeong politics and the launch of the Gyunyeok law constituted the biggest changes that happened to the Joseon society. The reformation of the military-tax system literally affected the entire country. By collecting the opinions of the general population for total of three times, King Yeongjo was able to form a new military-tax policy, which was called the Gyunyeok law. He used the common people's opinion in urging the Sadaebu scholar-officials to support him. We can see that the politicians of the 18th century were recognizing the common people as an important element in the policy-making process.
During the renovation process of the military-tax system, the most important thing was the fact that politicians of the time were thinking they were in a crisis situation. To them, a crisis situation was a situation in which the common people was still suffering from the instability of their own living environment. The military-tax system was too harsh for the common people, and the collecting process was too unfair, so they were not able to endure it. Such malpractices could bring down the entire dynasty. The politicians believed that the fate of the common people was the fate of the country.
The thing that should be noted of the time is the “Min-guk” concept, of which the very letters used in depicting this concept indicated the common people and the nation at the same time. This concept should be regarded as the philosophical landmark which symbolized the characteristics of the 18th century Joseon society. Coming to the latter half period of King Sukjong's reign, this “Min-guk” concept spreaded like a fashion, and became a trend. At first this concept harbored a variety of meanings, but it came to have a special meaning as well, through the reform process of the militarytax system. “Min-guk” came to be regarded as the administration of nation, and the Crown itself.
This new word “Min-guk”, which was the product of the 18th century, was a result of a perspective viewing the common people as the most important element in politics, and it served as a concept representing the nation and the Crown. The concept itself suggests that the 18th century Joseon society was pursuing huge changes, especially in terms of the relationship between the king/nation and the common people.
