In 1906, private Boheung school(私立普興學校) was established in Chilwon-gun(漆原郡). Founder Hwang Yong-Bo(黃龍普), principal Joo Si-Ryang(周時亮), teacher Hwang Pil-Soo(黃泌秀) and others were member of Daehan-Hyuphae(大韓協會) or those agreeing with its purpose. But in Chilwon area where Confucionism was strong, obstructing activities of conservatives opposing to modern schooling continued and residents reacted to this favorably, making number of students fall little by little just after Japanese occupation.
In 1914, Boheung school was converted to Chilwon public elementary school(漆原公立普通學校) and took over students and curriculum of Boheung school, but all of teachers were replaced. This brought change to school. While 3 persons of those having led 3.1 Movement of Chilwon were graduates of Boheung school, there was no graduate, student and teacher at all.
After 3.1 Movement, Chilwon public elementary school's system was changed from 4-year system to 6-year system, and applicants increased, making number of classroom insufficient. For this, with leading of Kim Bo-Han(金寶漢) who was the head of myeon(面) having been oriented to Japan to the extent that protesters of 3.1 Movement assailed his home, project for expanding school began to be executed, and in memory of this, memorial statue of Kim Bo-Han with rank of 7th grade(從七位金寶漢 紀念碑) was erected in the playground of Chilwon public elementary school. Afterwards, Chilwon public elementary school was even in the lead for spreading colonial education ideology of Japan in the way of withdrawing students not participating in the shrine visits(神社參拜) from school.
