In recent years, the Korean local authorities have strengthened their international exchanges and cooperation in order to develop local economy. This phenomena have caused a number of unexpected controversial issues with regard to the factors affecting the international activities of local authorities. Up until now, however, few theoretical and empirical studies on the international relations and exchanges at local level have been conducted.
Under this circumstance, this paper analyzes the characteristics of, and the factors determining the success and failure of, international exchanges and cooperation at local level. The paper highlights that the amount of the manufacturing and service industry, level of information, local tax rate and amount of the budget earmarked for the international exchanges are strongly associated with the level of international exchanges and cooperation. It provides some policy implications useful for the effective international exchanges of local authorities. In particular, it emphasizes that the revitalized regional economy, sufficient budget for the international exchanges and positive role of local authorities for it are essential for effectuating international exchanges and cooperation.
