In an era of internationalization and globalization, the world environment situation has changed rapidly. The achievement of internationalization and globalization never comes only through a declaration. The object of International exchange is a better understanding of Korea(local governments) through conducting cultural, academic exchanges between the nation and countries(cities) around the world. Therefore, the purpose of this study is search for the best method and to present policy alternatives for continuous and effective international exchange. The results and policy alternatives are as follows. First, local government have to enlarge of international exchanges and diversification- diverse nation and cities. Second, local government must to restructure of springy organization and perform supplement of the expert personnel in future inside measurements. Third, it must be intimate collaboration with NGO of public-private partnership in international exchanges of local government. Fourth, it is necessary to systematize the total mechanism of international exchanges- a definite and future target, specific and long-term strategy and so on. in local government.
