International cooperation is one of the most urgent issues to North Korea to overcome economic crisis. To make regional development including infrastructure development efficient and effective, it is indispensable to induce foreign capitals from foreign companies and international institutions such as ADB, IBRD etc. The purpose of this study is to suggest international cooperation strategies for regional development in North Korea. In this study, 'the gradual approaching strategy' and 'the linkage strategy' are suggested as strategies which are acceptable and feasible for North Korea and international society. These strategies reflect comprehensive and integrated approach to North Korea negotiations with international society. The gradual approaching strategy requires principle of reciprocity and mutually beneficial cooperation. The most important step by North Korea is to give assurances that it will cooperate with international society. A major problem in reaching a cooperation is likely to be the lack of trust. The linkage strategy focusing on the projects linked to each other will enhance the basis for international cooperation. For Maximizing project benefits and minimizing project implementation costs, near-simultaneous implementation of projects according to the linkage strategy has an important meaning. Especially, spatial aspects of implementation of projects should be considered. At first, international cooperation projects can be undertaken in the border regions between North Korea and adjacent countries such as South Korea, China and Russia. International cooperation can be easily achieved in these regions. In this study, enhancing infrastructure and developing industrial complex for international trade and logistics in Hamkungbuk-Do region is suggested as a model project which reflected the concepts of the international cooperation strategies. The viability of this project and cooperation strategies depends on full cooperation from North Korea and international society.
