In a rapidly globalizing world. international cooperation is no longer the monopoly of national governments. Cooperation at the level of local government is already one of the salient features of the 21 st century international relations. Cooperation among local governments often takes the form of sister-cities. But international associations of local governments also provide important venues where local governments across national boundaries can cooperate. This paper aims to describe the scope and level of cooperation among local governments in the Asia Pacific and to propose innovative ways on how to enhance existing cooperation in the context of the many challenges and prospects posed by globalization.
