After chairman Mao died in September 1976, The "Four Modernization" originally suggested by Chon En-lai in 1964 were put forth as a program for modernization China in 1978.
Since 1978 there have been important economic reforms in China that have brought the forces of the market into play to a significant extant. A private sector has to be introduced in which market forces are at work. Different institutional arrangements for the economic administration of the communes, the industrial enterprises, and the distributional units of the public sector have been introduced, which affect the behavior of the corresponding productive units.
It was stressed the international cooperations is necessary for modernization of Chinese economy, Therefore, in 1979, the China established formal diplomatic relations with the united states. Foreign Trade and investment, together with cultural exchange with foreign countries, rapidly expanded.
Since 1979 the main policies of the open-door policy in China are the expansion of the area of special economic zones and development areas, the change in trade policy and the introduction of foreign capital. In this paper, the contents of these policies are explained in detail.
The purpose of the open-door policy in China is to establish the socialistic modernization, that is, the "socialistic market economy" through the introduction foreign capital and advanced technology by expanding the economic relations with foreign countries.
