China has officially noticed the policy of reform and opening and the policy of introducing foreign capitals in The 11th China's National Assembly on December 1978, and then the investment of Hong Kong, Makao and Taipei enterprises have been increased by noticing The Law of Managing the Enterprise with China-Foreign Country Joint Stock on 1979,and finally the boom of investment by foreign enterprises three times on 1984,1988 and 1992 under the auspices of Teng Hsiao-ping's positive policy of opening.
After the diplomatic ties with China on August 1992, the economical exchange between the two is speedly widened. The amount of trade of two countries is increasing over 5 percentages in recent years, and China is realized as our third counterpart for trade, and our country as China's fourth counterpart for trade.
And, in case of investment, the sum of investment to China was below 100 million dollars until the end of 1990 has reached beyond 350 million dollars in the end of 1992, and the items of investment are widely and variously enlarged from the light industrial field such as shoes, textile, toy etc. to the electronic field such as TV,VCR etc.
The investment countries are mainly the Asian industialized national such as Hong Kong, Taipei, Japan etc. and U.S.A., and our country 470 million dollars for 646 cases from the remainder as of the end of 1993.
The policy of foreign investment inducement in China., as seen in the above, recalls the figures of investment in Korea and Japan in the past, which can be judged as a development policy enough to make true the step by step industrialization through a direct investment by foreign enterprises.
In the meanwhile, I can say that the causes for the background of foreign enterprise's investment are China's cheap but abundant manpower, the thick intelligential levels of new education, inducement policy for foreign capitals, will for high-level economy growth and big potential market etc.
But, our investment to China is never beyond I percentage among the entire investments of foreigners, and it is a reality that the places of investment are restricted only to neighboring spots such as three provinces including San Dong,Dong Bule
The reasons for which our investment to China is trivial are several, the biggest one of which the local information to China's investment is not well delivered, and the mind to invest is not yet formed. I, in this article, would like to suggest the strategy on investment activation to China by compensation trade as a part of the scheme of investment activation to China which continues an economical growth of 10 percentages or so and has a big potential market now.
