From the fall of Koguryo(高句麗) to foundation of Parhae, the process is in accord with the history of Andong Protectorate(安東都護府). With the establishment of Andong Protectorate, Tang(唐) organized Koguryo into its state and tried to make it its land at first. Since 677, however, the range of Andong Protectorate was reduced to Liaotong area and Loose rein policy(羈靡支配) came into operation.
After the rebellion of King Bojang(寶藏王) was failed in 681, Koguryo people and Malgal(靺鞨) people should move by force to the interior of Tang. Groups of Tae Jo-young(大祚榮) and Kulsabiu(乞四比羽) emigrated by force to Yingzhou(營州) at very this time, not after the fall of Koguryo. Malgal people almost lived in Yingzhou while Koguryo people emigrated by force to the interior of Tang. So Tae Jo-young is called as Malgal people although he is Koguryo people.
The rebellion of Li Jin - zhong(李盡忠) occurred at Yingzhou in 696 was carried into Liaotong. An army of Khitans went south and attacked Andong Protectorate to cut off a danger of the rear. At that time groups of Tae Joyoung and Kulsabiu also formed an alliance with it. Because of this, Andong Protectorate lost control of the state under their command. As an army of Khitans was broken up in 697, groups of Tae Jo-young and Kulsabiu established their powers in Liaotong independently. In 698 Tang planned to abolish Andong Protectorate and entrust Go Bo-won(高寶元 grandson of King Bojang) with control of Liaotong. To execute this plan, Tang appeased groups of Tae Jo - young and Kulsabiu at first. But its appeasement was failed, Tang begun to suppress them.
Tae Jo-young, who mustered Koguryo people and Malgal people, getting out of Tang's suppression, moved to Tongmosan(東牟山) and established Parhae. In those days Andong Protectorate was cut down to a province. With abolition of Protectorate, Tang finally gave up Koguryo territory in the east of Liaotong officially.
