The internet is one of the most important tools for students and teachers, with the World Wide Web(WWW, web), as the easiest and most popular war to access it. The possibilities of Web-based Instruction are endless. The widespread acceptance of the internet and more specifically the World Wide Web(WWW, Web) has raised the awareness of the educators to the potential for Web-based Instruction. Although the WWW is pre-eminent as a medium for delivery of learning system is an excellent means of communication, WBI still falls short of meeting basic educational requirements. Therefore WBI need more collaboration learning. This paper developed an Web- Based Instruction system to support the collaboration learning(Web -Based collaboration learning, WBCL system). There are the schema of servers, leased line, learner system, authoring tools for learning contents, 10 steps of learning procedures for WBCL and theoretical research. WBCL system develops the platform with an NT server and a web server and an FIP server, multimedia Bulletin Board, Chatting Room which can provide instant writing(communication) and learning contents. Bulletin board server provide multimedia learning contents and materials (texts, pictures, audio, video and animations) which can provide instructional materials. This study guides the authoring tools for the multimedia learning contents and develops the multimedia learning contents, and also develops the ten steps of learning procedures with on-line and off-line learning meetings. This study identifies the possibilities of WBCL system in christian Education. There is the obvious potential in christian education. according to the basis of christian education, Kerygma(proclamation), Didache(instruction), Koinonia(fellowship), Diakonia(service). Emerging technology of hardware, large storage media and delivering infra-structure (Information Technology) , WBCL system can be provide worship at home, intenet mission, and web casting at anytime and any place. WBCL system can deliver with high quality learning contents to missionary kids. They can communicate with international and/or domestic friends or learner. There is every indication that Web become more and more important in education generally. To Keep up with the "web revolution", the WBCL system will not only require good physical Information Technology infrastructure but also invest in professional development of educator, staff with the necessary IT services and support to enable them exploit the technology effectively in christian education too. Then WBCL system can be a creative and collaborative learning and thinking tool.
