This article tries to diagnose the prospect of Korean welfare system(KWS) in the light of the assumption that developing a state welfare scheme is inevitably intertwined with the question of democratizing various levels of society like state, civil society and market(firm). It emphasizes KWS's notoriously retarded progress in which the role of government has been routinely limited to a minimalist interventionism. It also asserts that the proper area of welfare study should go beyond the question of those crowded out from the market to include that of those inside it. Especially it considers the governing structure of a firm, the key actor in market, as importantly relevant in assessing the overall well-being of a society in an age when the neoliberal discourse of globalization is rampant everywhere resulting in a deterioration of working conditions even for those who used to enjoy a secure employment in the past. In case of Korea, furthermore, the ideological character of civil society poses a serious threat to the deepening of political democracy which, in turn, should exert an enormous democratizing effect upon the hierarchically-ordered internal governing structure of Chaebol system through statutory orders. "To work is to be" is the core idea of the 'Productive Welfare', the project with which the Kim Dae Jung regime had launched its welfare reform several years ago. However, KWS is still in a state of a chronic underdevelopment and disarray in which the government insists on remaining largely an administrative manager rather than a financial contributor. In the meantime, the sufferings of those in and out of the market have multiplied as overall rates of poverty and insecure employment in Korean society have been rapidly increasing. This article concludes: that only a bona fide development of Korean democracy at every level of society can lead to a substantial building-up of a state welfare system; that the democratization of civil society and market should be spearheaded by political initiatives which should by all means accompany a meaningful politicization of labour movement; and that the concept of productive welfare cannot stand by itself and should be complemented by a more consumption-oriented traditional type of welfare
