The ten years of the Kim Dae Jung’s government period (Mar. 1998~Feb. 2003) and the Roh Moo Hyun’s government period (Mar. 2003 ~ Feb. 2008), so-called the democratic governments’ period, retains various important meanings in the modern history of Korea. This article is to arrange=>illuminate the welfare policies during the ten years of the democratic governments in the light of the development of the Korean welfare state. I am going to analyze its outcomes and limits, and to propose what we need to solve out after the ten years of welfare policies.
We cannot regard the democratic governments’ welfare policies as a full success in spite that they brought about the big-bang of social welfare policy in Korea. The reasons are as follows. First, it was the dual strategy which meant the neo-liberal economic policy and simultaneously the progressive welfare policy. Second, they didn’t have a blue print and strategies for implementing progressive welfare policies. Third, there was no core group for enforcing and carrying forward the policies within the governments.
This article insists that the legacies from the democratic governments are; Firstly, keeping the main policies from the conservative successors, who have tried the retreats of welfare policy, secondly, advancing welfare politics, thirdly, completing the grand design for universal welfare state afterwards, and regaining the presidentship by the pre-welfare political party.
