This study is to explain the Po-Do-Jang System(捕盜將) and its importance in the public police system's development during Chosen Dynasty. The Po-do-Jang System was the earlier agency of later important police system, Po-Do-Ch'ong(捕盜廳). This agency was founded temporally to prevent thiefs at the reign of King Seungjong(成宗). And so, I think, the exact role of the agency is needed to explain the next important agency, Po-Do-Ch'ong.
The public police system was needed in the earlier Chosen Dynasty. And so, at that time, the Court was talking about a new police system. And the so-called new Po-Do-Myong-Kwan(捕盜名官) agency was needed to protect people. But this new agency program was delayed because, at that time, it was not good time to found the new agency. Nevertheless, the Court could understand that a new police system was needed.
As a new police agency, the Po-Do-Jang(捕盜將)System, appeared in the reign of King Seungjong(成宗). Its original purpose was to protect people in the local provinces and sections. But the agency had caused a very much trouble. Therefore, the agency never continued its specific missions without interruption. At the late reign of King SeungJong, there were two police agencies in the capital areas. PO-Do-Jang, I think, had been installed firmly at that time to the police system in the capital section and its near province of Keunggi-Do(京畿道).
And Po-Do-Jang, at the reign of King Jungjong(中宗), had much more interested in the capital sections than provincial sections in its business. Also, its system became much more systemic and its superviser's status enhanced, and its officers increased. As the agency had been rooted deeply in the kingdom's bureaucracy system, also, a new intensified public police system was needed.
And so, the new Po-Do-Ch'ong(捕盜廳) had been founded. It was the most important public police agency in the dynasty.
Finally, the Po-Do-Jang System, I think, was the public police agency during the transition period between the earlier inactive anti-criminal approaching agency to later active one.
