Among Sejo’s policies, many served to downgrade the status of the Pumgwan class. Notable examples include the Jikjeon Law and the Jeongbyeong Law. Both policies had the common effect of abolishing the privileges of the Pumgwan class, thus blurring the distinction between the Pumgwan class and the general populace.
After Sejo’s death, there were efforts to revise his policies. While officials succeeded in modifying or abolishing many of them, they ultimately could not restore Gwanjeon (official land grants). As a result, the Pumgwan class became indistinguishable from the general populace, as they no longer received land from the state.
Meanwhile, in the late 15th century, many common people accumulated wealth through commercial activities. In particular, wealthy merchants led luxurious lives that surpassed those of the Pumgwan class. Officials perceived this as a disruption of the social order and emphasized the need for a clear distinction between the Pumgwan class and the common people.
Regarding the issue of social order, the state pursued two main approaches to support the Pumgwan class. One was to clearly distinguish between the Pumgwan class and the common people through legislation. The other was to grant the Pumgwan class the authority to “ethically” teach the common people. This form of rule resulted from the ongoing negotiation between state power and the Pumgwan class over the governance of the common people since the founding of the Joseon Dynasty.
