This study analyzes the policy change mechanism related to the enactment of the Counter-terrorism Act, which was pursued from the Kim Dae-jung administration to the Park Geun-hye administration, based on a comprehensive policy change analysis model that reflects the characteristics of counter-terrorism policy. Counter-terrorism policy has a broad external scope and is significantly influenced by national circumstances and political characteristics. Therefore, in the process of policy change, the problem stream and political stream exert a stronger influence compared to other policy types. In South Korea, where ideological and logical confrontations between factions are particularly intense, the political stream operates with exceptional strength. As a result, policy change is unlikely to succeed unless leading policy entrepreneurs and policy brokers secure sufficient preference and support. Additionally, regardless of the success or failure of the policy, conflicts between advocacy coalitions serve to sustain and reinforce the problem and policy streams, facilitating policy learning in the process.
