Before achieving capitalist primitive accumulation, Imperial Japan prioritized militarism, beginning with the colonization of Hokkaido. To manage laborers, Japan utilized its traditional system of licensed prostitution, known as yūkaku (遊廓), for sexual control. This experience was later applied in Korea in 1876, introducing Japanese-style prostitution as part of settlement management upon the opening of Busan Port. Following Japan’s retreat in Korea in 1882 and again in 1884, this system underwent changes. However, by the eve of the First Sino-Japanese War, a semi-Kōshōsei(準公娼制) was introduced under the guise of Tokubetsu Ryōriten(特別料理店).
During the Russo-Japanese War, sexual comfort facilities for soldiers were established in Taiwan and expanded after Japan’s occupation was secured, with operations eventually transferred to civilian contractors. In Korea, which served as a logistical base, a prostitution system resembling Kōshō model was implemented to prevent the spread of venereal diseases among Japanese soldiers and male settlers. By 1916, this evolved into a nationwide sexual management policy for Korea.
To maintain international credibility and to avoid resistance from colonized populations, Japan consistently sought to conceal the fact that its sexual management policies were part of its state strategy. Instead, it placed civilian contractors and the women they employed at the forefront. This forms the historical backdrop for today’s debates on whether these systems constituted “comfort women” or “Kōshō”
