This study examines the implementation of Gu-un(求言; enlist advice) during the reign of King Yeongjo(英祖) alongside the administration of state affairs. Accepting candid advice received through Gu-un was considered a virtue of the monarch, and this practice continued throughout the Joseon Dynasty. However, since the 17th century, as remonstrances and petitions were increasingly used as means in factional strife, conflicts arising from this practice became persistent conflicts arose.
King Yeongjo sought to govern the state under Tangp’yo^ng theory(蕩平; political balance). In this context, the practice of Wung Ji Sang So(應旨上疏; The advice) began to create turmoil and was used to challenge his legitimacy, leading to a need for change. For a period, Gu-un was not implemented, and criticism of this stop followed by critical remarks.
In the latter part of King Yeongjo’s reign, Gu-un began to be implemented under the king’s initiative. These Gu-un was issued in accordance with the political atmosphere and the needs of the state. During times of political turmoil, Gu-un was not issued, but was practiced when deemed necessary. By implementing Gu-un, King Yeongjo demonstrated the virtues of a wise ruler while criticizing officials who did not respond to it. This approach was highly intentional, which was a highly deliberate move.
