The purpose of this study is to analyze the mediating effect of role stress and the moderated mediating effect of performance management to examine the relationship between organizational citizenship behavior and turnover intentions of central government officials. We utilized data from the 2020 Public Service Life Survey and 2,177 responses of officials were analyzed. We found that performance management moderated the relationship between organizational citizenship behavior and role stress. When the performance management was high, the higher organizational citizenship behavior, the lower role stress. When the performance management was low, however, the higher organizational citizenship behavior, the higher role stress. In addition, performance management moderated the relationship between organizational citizenship behavior and turnover intentions. Especially, when the performance management was high, the higher organizational citizenship behavior, the lower turnover intentions. Also, role stress partially mediated the relationship between organizational citizenship behavior and turnover intentions. Finally, moderated mediating effects of role stress and performance management were statistically significant. Based on the findings, we provided theoretical and practical implications and discussed suggestions for future studies.
