The purpose of this study is to expand donation culture according to the implementation of the Hometown-Donation system from January 2023, to develop and discover return gifts linked to local industries in Yeoncheon-gun, and to analyze the effect of torching the local economy.
The ‘Law of Hometown-Donations’ enacted at the end of 2021 consisted of a total of 17 articles. The main contents are the purpose of introduction, definition, fundraising subject and fundraising target, fund establishment, return gift, information disclosure, etc.
Japan has implemented a Furusato-tax-system since 2008. As a result of examining the case of Japan, the reasons for the increase in donations are as follows. First, it is to improve the system of establishing a convenient system for donors and expanding tax credits. Second, expansion of the portal site for the diversity of PR. Third, faithful development of gift items for donors. Fourth, the use of donations is clarified and disclosed.
In addition, Japan"s Furusato-tax-system shows a change in the way it is raised. First, the donation method has changed from a selection type of return gift to a crowd funding type, and from individual donations to corporate donations.
Japan"s fields of use of donations include most of local government"s projects such as health, medical care, welfare, education, childcare, regional industry promotion, sports, culture, tourism, resident participation, safety, and disasters.
Meat was the most common type of return gifts for donors, followed by seafood, rice, vegetables, fruits, alcohol, miscellaneous goods, travel accommodation coupons, and traditional crafts.
An analysis of the financial and economic effects of Yeoncheon-gun"s Hometown-Donation system. As a result of estimating based on the average number of people moving out over the past five years, the predicted size of the Hometown-Donation in Yeoncheon-gun is expected to range from a minimum of 3 million won to a maximum of 308 million won. The financial effect of these donations in Yeoncheon-gun is the sum of the direct effect of the donation amount and the indirect effect through the local allocation tax.
In addition, the maximum donation amount of about 308 million won had a ripple effect on the local economy, and the forward and backward linkage effects were large in the manufacturing and service sectors, including agriculture, forestry and fisheries. Therefore, the Yeoncheon-gun Hometown-Donation Project needs to be promoted by reflecting the local economic situation, and investment in the agriculture, forestry, fishery and service sectors needs to be increased to increase jobs in the local economy.
Yeoncheon-gun needs the following responses to implement the Hometown-Donation. First, it is the enactment of the ordinance on fundraising and operation. Second, the operation deliberation committee of the Hometown Fund is formed, and the fund operation plan is established and operated.
