The purpose of this study is to identify the current status of damaged site restoration projects resulting from the implementation of public service projects by lifting development restrictions, and to suggest a reasonable improvement plan.
The spatial extent of this study is the area designated as a public housing district by lifting the development restriction zone in Gyeonggi-do and the damaged area of the relevant local government. The research method analyzed 9 damaged site restoration plans submitted to the Central Urban Planning Committee for deliberation between 2018 and 2021.
As a result of the analysis, only 22 (25.6%) of the 86 candidate sites in 6 local governments were suitable and 64 were inappropriate. The biggest cause of the decision as nonconformity is "under the damage rate". In view of the purpose of the introduction of the damaged site restoration project and the purpose of the development restricted zone system, it is most desirable for the damaged site restoration project to restore its original form.
Therefore, in order to implement the damaged site restoration project according to the purpose of the system, it is necessary to expand the candidate sites for restoration by easing the requirements for restoration sites and restore the most appropriate candidate sites. If Article 7 (2) of the 「Business Processing Regulations」is amended to "damage rate of 30% or more" and "20% or more at the time of deliberation by the Central Urban Planning Committee", more damaged site can be restored. If the area per site regulation under Article 7 (3) of the Business Processing Regulations is eased from "more than 10,000㎡" to "more than 5,000㎡", 114 additional districts can be reviewed, so more damaged land can be recovered.
