With the QUAD 2.0, resurfaced in 2017, up and running, another peculiar alliance, AUKUS, emerged confidently in 2021, notifying an alliance mechanism to be transformed significantly. While being spurred by a structural factor, power redistribution based upon China’s rise, this growing mechanism can be conceptualized as “alliance-confluence geopolitics.” The traditional alliance mechanism is characterized by a dichotomy between bilateral alliance in Asia and multilateral alliance in Europe, whereas the alliance-confluence geopolitics tend to stay away from this dichotomy. Moreover, this transforming alliance mechanism retains non-linear with all areas including military security, economic security, and technology security being integrated. A structural driver caused by power redistribution creates a strategic momentum, leading QUAD 2.0 to function and then AUKUS to be established synergistically. This transforming alliance posture will not stop here but AUKUS is likely to open a window of opportunity for wider security architecture. Thus, South Korea needs to go beyond Peninsula-centered alliance perception. By doing so, Seoul has to adopt a leading-middle power-led policy and seek a geopolitical expansion towards the Indo-Pacific region.
