While pursuing the harmonization of the environmental preservation and economic development under the goals of a “sustainable development”, political countermeasures are required to be improved so that they can handle emerging problems of the modern society properly. Accordingly, it has been intensively suggested as a remedy to reorganize the existing economic- and political organization. The study examines some of the measures that respond properly to the increasing needs of the nation and the society for ‘good law’ or ‘better law’ in perspective of substantive conception such as the rule of law, considering the parliament as a traditional mediator of conflicts in the political community. It further stresses the key roles of the legislature in terms of establishing fundamental standards of the political system as well. In particular, the remarkable development of an information communication technology(; ICT) has been contributing to nearly overcome time and space constraints of the political participation. As the ICT is making great progress, moreover, the ICT allows to reflect people’s will more directly to the legislative process and the legislation highly evaluated in the respect of the popular sovereignty and democracy principles which are the fundamental constitutional principles. Along these lines, the study focuses on the basic structure and the management plan of the e-Parliament as a specific action plan. In conclusion, the study confirms that the expansion of the agent of legislation for the better legislation encompasses a considerable theoretical legitimacy from a perspective of “the collective intelligence project”. Conclusively, the study provides substantial schemes for actualizing the construction of an e-Parliament so that the current ICT represented by Web 2.0 can be maximized. And this suggestion can be justified specifically based on the constitutional principle of transparency and the constitutional rights such as the right to petition, guaranteed under the current Constitution.
