The purpose of this study is to analyze the planning, implementation, and evaluation of character education policy implemented by the Ministry of Education based on system theory. This study is to analyze the planning, implementation, and evaluation of character education policy based on the official publication of character education plan from 2010 to 2018 in the development process of character education policy using system theory. In addition, this study examined the effectiveness, rationality, transparency, and democratization of budget allocation of character education policy in addition to evaluation of character education policy pursued by the government. First, character education policy was promoted as an auxiliary role in other policies in the development period, but it became a core policy task in strengthening period. Second, the tasks of the character education policy changed from the development period to the strengthening period, and the concrete tasks were promoted consistently. Third, it is analyzed that budget allocation of character education policy is insufficient in terms of efficiency, rationality, transparency and democracy.
