The decline and aging of the rural population are worsening due to the low fertility rate and the outflow of young people to urban areas. And the consumption patterns of agricultural products are diversifying. In order to respond to these changes and achieve the objectives of the farmland banking projects, the following improvement measures are needed.
First, it is necessary to improve agricultural productivity and rationally use farmland in the direction of practically realizing the land to the tillers principle. And the farmland banking projects can be one of the important means for this. Second, various discussions need to be accumulated regarding the introduction of the preferential purchase right system. If this system is introduced, the Minister of Agriculture, Food and Rural Affairs will be able to exercise the preferential purchase right under certain conditions. And it is possible to stipulate that this work can be entrusted to the Korea Rural Community Corporation(Farmland Bank). Third, farmlands outside the agricultural promotion areas need to be actively included in the purchase target of the farmland purchase project according to the demand. In addition, the farmland purchase by the farmland bank should be carried out in order to maintain the stability of the farmland market. Fourth, it is essential to foster young farmers with innovative capabilities. To this end, support for securing farmland for new young farmers is necessary. It is also necessary to support agricultural land so that crops other than rice can be grown. At the same time, it is necessary to enhance and strengthen the role and status of the farmland bank as a comprehensive farmland management organization.
