Even in modern times, infectious diseases have constantly threatened humanity. The Spanish flu broke out from 1918 to 1919. The Spanish flu disappeared after infecting a third of the world"s population at the time. Smallpox brought by Europeans killed 90% of Native Americans. The most common microorganisms that cause disease are fungal, bacteria and viruses. The problem is that various causes such as domestication of animals, destruction of animal habitats due to population increase, concentration of population in cities, increase in population movement, and climate warming increase the frequency and extent of infection of infectious diseases. In other words, population growth and environmental destruction are the causes of infectious diseases. Domestication of animals has brought a zoonosis. As animals became domesticated, human contact increased, and germs adapted to humans appeared. More than 75% of recent human infectious diseases are infectious diseases, and about 250 species are known to date. Cities cluster humans, the host of viruses. As a result, the city acts as an incubator for infectious diseases. On the other hand, the causes of these infectious diseases cannot be easily blocked because they are connected with human survival, lifestyle, and economic and social systems. As humanity increases, human mobility increases, and the area of residence and activity of humanity increases, it is the root cause of contact with new infectious diseases. Therefore, new epidemics will continue to occur, and there is a risk of occurrence more often. This paper considered response direction to COVID-19 the in six dimensions, in other words, medical dimension, legal and institutional dimension, manpower exchange dimension, ethical dimension, political dimension, and spatial dimension.
