Deep imbalance in demand and supply of manpower has been caused by various factors such as stiff management of educational system, insufficiency of government-level investment and interest for vocational education, inadequate social inducement to technical manpower, lack of career guidance in schools, inactive participation and investment of enterprise in vocational education, and unfairness of social reward system, ets. Under these circumstances there have been wide discussions about the necessity and direction of the reorganization of educational system for industrial manpower. To meet these situations, it is required to make systematic and effective plans for cultivation of manpower. The study has surveyed recent discussions about the direction of education in technical high schools and brought up their problems, and then proposes as follows: i) To solve the imbalance of demand and supply of manpower and to strengthen school-industry cooperative link, the first two years of the curriculums in technical high schools should be schoolwork and the last one year fieldwork. ii) Education in technical high schools should be more faithful to the original aims of fostering industrial manpower. iii) Opportunities for the qualified graduates of technical high schools to enter college should be guaranteed.
