Considering the changing national and international soci-economic and technological environment, trend and the manpower requirement scenario to be developed in the business and industrial organizations, the vocational and technical education at high schools need to emphasize development of broad-based fundamental job skills, knowledge and attitudes that can be used and applied flexibly within a broad area of occupational cluster for a long period of time rather than training of specific job skills and knowledge which can be narrowly usable and may become oblolete sooner or later with the changing workplace environment and situations or manpower requirements. In the mean time, further education and training opportunities for vocational and technical high school graduates should be equally provided upon completion of high school or upon employment just as for the general high school graduates. Young people and their parents shy off vocational technical high schools mainly because of there is not any equal opportunities for the technical and vocational high school graduates since they are very much handicapped in pursuing further and higher education compared to general high school graduates. It, therefore, is necessary to expand vocational track further and higher educational institutions and programs which are practically oriented and can meet the needs of working individuals and business and industrial organizations` manpower requirements. It is also necessary that vocational and technical high schools and further education institutions should also be developing and conducting education and training programs in close cooperation and collaboration with business and industrial organizations in order to enhance the efficiency and effectiveness of vocational and technical education and training programs both at secondary and post-secondary level strengthening the global competitiveness of Korean industries thorugh the training and development of high quality industrial workforce.
